There isn’t a single time when I’m in a city when I’m not stealthed, unless I’m mounted.
Um…stealthing doesn’t save you from your own faction. They see you anyway.
My spouse has a female dwarf hunter for a main. He was very, very popular his first year during Noblegarden for some reason.
